米軍も慰安婦を利用?とりあえずパス (米国務省)

朝日新聞の大島隆記者は、16日の国務省の記者会見で橋下発言に関連してアメリカ政府に二点確認しようとした。一つ、慰安婦は必要だったと橋下が述べたことについて。二つ目、日本以外の軍隊も売春婦を利用していにも関わらず日本のみを非難するのは不公平だと橋下が述べたことについて、感想を求めた。

これについて、サキ報道官は最初の質問については答えたが、二つ目の質問には答えなかった(意図してではなかったろう)。大島記者が深追いしなかったのが不満だったが、改めて20日、今回はよりストレートに質問した。今回も国務省側はピンと来なかったらしく、スルーしかけたが他の記者(AP通信のマシュー・リー。凧さんより)から的確な突っ込みが入った。橋下発言について正しく認識している外国人記者もいるらしい。

ベントレル副報道官が慰安婦容認発言を強く批判したと繰り返しているのは、国務省の方針として「強く非難」することが決まっているからだろう。国際的にも絶対悪とされている慰安婦問題だから、どんなに「強く非難」しても、アメリカの株を上げる事はあっても損することはない。ガツンと言ってやりました!という訳である。だが、今回は歯切れが悪い。

大島隆(朝日): 日本の慰安婦については?橋下大阪市長がアメリカ兵が日本占領期のみならず、その後も女性、特に沖縄の女性を性目的で利用したと主張し続けていますが?同時に、彼はアメリカが不公平にも自分たちが日本の女性たちに何をしたのかを棚に上げて日本を批判していると主張しています。それについてコメントを頂けないものかと。

副報道官: 誰の発言と仰ったのか、聞き取れませんでした。

大島: 橋下大阪市長です。

副報道官: この発言については、先週のブリーフィングでジェン(サキ報道官)が非常に強く批判しました。先週サキ報道官が言った通りです。それについては、既に批判済みです。

マシュー・リー(AP): しかし、彼女が先週批判したのは、彼(橋下)の軍にとって(慰安婦が)必要だったというコメントについてだったと思うが?

副報道官: そうです。これは新しい発言?

マシュー: らしいね。新しい発言のようだよ。

副報道官: その新しい発言は知らないな。後で・・

マシュー: 市長はアメリカ軍が、何と呼ぶにしろ、占領期に彼女ら(日本人女性・慰安婦)を利用したと。

副報道官: ちょっと調べさせてください。大阪市長の新しい発言については知りません。彼の前の発言について厳しく反応したということ以外には。その後の発言について、我々が承知しているかどうか、ちょっと調べさせて下さい。(次の質問者に移る)ジョン、お待たせした。君が何を訊きたいか見当がつくよ。

追記: 5月28日の記者会見でもう一度橋下発言について尋ねられた報道官の答えは、鼻を木でくくったようなものだった。この問題ではアメリカも他人事ではないと気づいて逃げたのか?日本人記者が(アメリカ軍の慰安婦利用について)ちゃんと突っ込まなかったので、真相は不明。せっかく言質を取ったのに。

QUESTION: Osaka Mayor Hashimoto retracted his remarks that U.S. servicemen in Okinawa should use the adult entertainment industry to avoid the sex crimes, and he apologized to the Americans and the U.S. military. Do you have any comment?

MR. VENTRELL: Well, we’ve addressed his comments previously and really don’t have anything new to add. The one thing I’ll say is that we can’t be commenting on every state and local and provincial official around the world when they make outlandish or offensive or reprehensible comments. So we really can’t say much more beyond that. This is a local official.

QUESTION: Just one more: He canceled his U.S. trip. You have anything to say on his --

MR. VENTRELL: Again, I’m not going to comment on every move or action of some local official. We’ve been clear that the U.S.-Japan alliance remains strong, and we’re committed to that alliance.

QUESTION: Something about Japan’s comfort women? Osaka Mayor Hashimoto continued to argue that the American troops utilized women for sexual purpose during the occupation period in Japan, and even later – especially in Okinawa. And he also argues that the United States is unfairly criticizing Japan by putting aside what they did to local women during and after the war period. And I was wondering if you have any comment on that.

MR. VENTRELL: I didn’t hear who you said at the beginning that said this.

QUESTION: Osaka Mayor Mr. Hashimoto.

MR. VENTRELL: This is something that Jen addressed at the briefing last week and gave a very robust condemnation of those remarks. I really refer you to what Jen said last week. But we already condemned those.

QUESTION: But I thought what she condemned last week was his comments about them being a military necessity.

MR. VENTRELL: Yeah. Is this a new --

QUESTION: This sounds to be – this seems to be something new.

MR. VENTRELL: I hadn’t seen these new remarks. Let me --

QUESTION: The mayor says that the U.S. troops used– whatever term you want to call them – during the occupation.

MR. VENTRELL: Let me look in. I’m not aware of new remarks by the mayor of Osaka, more that we had a strong reaction to what he had said previously. Let me look in and see whether we’re aware of any subsequent remarks.
